The recommended operating voltage range for the UC1708J is 10.5V to 15.5V, with a typical voltage of 12V.
To ensure proper biasing, connect pin 1 (VIN) to a stable voltage source, and pin 16 (VCC) to a 5V regulated voltage source. Also, decouple pin 16 with a 0.1uF capacitor to ground.
