The recommended power-up sequence is to apply VCC first, followed by VCCO, and then the digital power supplies (VCCIO and VCCOE). This ensures that the internal voltage regulators are powered up correctly.
To optimize the PCB layout, keep the analog and digital power supplies separate, use a solid ground plane, and keep the clock signal traces short and shielded. Also, place the decoupling capacitors close to the device pins and use a low-ESR capacitor for the VCCO pin.
