The recommended power-up sequence is to apply VDD before applying the clock signal (SCL). This ensures that the device is properly initialized.
To retain the wiper position during power-down, the CS pin should be held high and the SCL pin should be held low. This ensures that the device is in a static state and the wiper position is maintained.
The maximum frequency of the I2C clock signal (SCL) that the MCP4151 can handle is 400 kHz.
