The MAX7221CWG+T can handle clock frequencies up to 10 MHz, but it's recommended to keep it below 5 MHz for reliable operation.
To ensure proper initialization, apply a reset pulse to the RST pin, and then send a series of NOP commands (0x00) to the device until it responds with a valid acknowledgement.

Use a logic analyzer or oscilloscope to verify the clock and data signals, check the serial interface mode (SPI or I2C), and ensure that the correct protocol is being used. Also, verify that the RST pin is properly driven.
The MAX7221CWG+T's segment drivers can sink up to 40mA per segment, but it's recommended to keep the current below 20mA to ensure reliable operation and minimize power consumption.
