The recommended power-up sequence is to apply VDD first, followed by AVCC, and then the digital supplies (VDDIO and VDDC). This ensures that the internal voltage regulators are powered up correctly.
To ensure accurate voltage output, it is essential to decouple the AVCC pin with a 10uF capacitor to GND, and to use a low-noise, low-impedance power supply. Additionally, the output voltage should be buffered with an op-amp if it needs to drive a load.
