The recommended power-up sequence is to apply VCC before applying the input voltage to the VIN pin. This ensures that the internal voltage regulators are powered up correctly.
To ensure a stable state during power-up, it is recommended to add a 1uF capacitor between the VCC pin and GND, and a 10nF capacitor between the VIN pin and GND.
